One way that people have been lowering there bugs for decades now is the tried and tested sway away adjuster. Welding these guys into your beam will allow you to have an adjustable ride height beam.
These parts are sold individually but you do need two for the whole job. One per tube on your beam.
This job does require cutting and welding of your beam and should only be done by someone that knows what they are doing.
Make sure you select in the drop down menu below if you have a king and link pin (pre 65) or ball joint beam (66 0n)
